APPEL AND THE SUBMISSION OF THE SINGLE FORM

The Single Form can be submitted electronically only, through the eTools system. When we talk about eTools we refer to two different online systems: APPEL, managed by humanitarian organisations and HOPE, managed by ECHO staff.
 

HOPE

It is an online application used by ECHO staff (including Field Experts and desks) to appraise the eDocuments submitted by the Partners and to monitor the Actions. HOPE is not accessible by the Partners but, from APPEL, they can check the status of the submitted documents (appraised, favourable, rejected or approved).

APPEL

APPEL is an electronic exchange system used for the following main purposes:
 

  • to apply for the FPA for NGOs

  • to update administrative data

  • to manage the Single Form from proposal to final reporting stage

  • to complete the Periodic Assessment for NGOs


Therefore, it is only through APPEL that the eDocuments (RQ; MR; IR; FR) can be created and submitted to ECHO.
Once the document has been submitted, it is automatically transmitted to ECHO, that will appraise it thorough HOPE.

The obligation to use APPEL can only be derogated from in situations of urgency where, for technical reasons, APPEL cannot immediately be accessed by the partner. 

ACCESSING TO APPEL AND THE APPEL USERS

To access APPEL, Partners must have a EU LOGIN user account.

The EU Login is the European Commission's user authentication service. It allows authorised users to access a wide range of Commission web services, using a single email address and password. These user accounts are personal and consist of a single identifier, i.e. a single unique username and password per user.

The access to APPEL is granted to ECHO partners through 6 categories of user rights:

Legal Entity Appointed Representative (LEAR) User Rights Administrator (URA) user rights Administrative user rights Reader user rights Encoder user rights Sender user rights

With the exception of the LEAR role that is limited to one LEAR per organisation, there are no limitations to the number of users with the above categories of user rights and to the number of user rights assigned to an individual user.

It is however advisable to keep the number of users within reasonable limits to assure continuity of operations and to guarantee data quality and coherence.
